Global Philanthropy Environment Index 2025 Published
The 2025 edition of the Global Philanthropy Environment Index (GPEI) has been published. Developed by the Indiana University Lilly Family School of Philanthropy, this international research effort examines the philanthropic landscape across 95 countries and economies, with contributions from 173 experts worldwide.
Balkans Show Continued Growth in Enabling Environment for Philanthropy
The seven countries of the Balkans continued to demonstrate improvement in their GPEI scores since the 2022 report, with the greatest area of improvement being the introduction of or increase in tax incentives in some countries. The Balkans ranks 7th among the 15 world regions covered, coming just behind South Europe and edging out East Asia and Central and Eastern Europe.
Catalyst Balkans’ Role
For the third consecutive cycle, Catalyst Balkans has proudly contributed to this vital research initiative. Since 2018, we have supported the selection of national experts and provided key data and insights for reports on the Western Balkans. In the 2025 edition, our Co-Founder and Director, Nathan Koeshall, authored the regional report on the Balkans, offering in-depth analysis of the region’s philanthropic infrastructure, legal framework, and broader enabling environment.
